Preliminary Environmental Survey Form

The National Environmental Policy Act (NEPA) is the basic national policy for protecting the human environment. NEPA provides the procedural requirements to ensure that Federal agencies consider environmental issues in the planning of projects and programs that may have an impact on the quality of the environment. The initial step in the NEPA process at Stennis Space Center is the submittal of a Preliminary Environmental Survey (PES) to NASA Environmental Management by design engineers and program managers to report future plans for construction or program projects. The Environmental staff will review the PES and respond with a Record of Environmental Consideration (REC). The REC will provide information to the design engineers or program managers on environmental permitting or compliance issues for their projects. It is also determined at this time if an Environmental Assessment or an Environmental Impact Statement is necessary to examine the impacts a project may have on the environment in more detail.
